Tolls are obviously collected to allow unfettered access to supposedly good roads without the hassles of traffic jams or crowding, at least that is what one expects for a price of a toll. On the M2 this is not the case, in fact the toll road operators have reduced the speed to 70 kph going North, this on a road which costs 4.95 dollars to travel.
In other countries which have tolls collected e.g. Japan, the scanners are switched off whenever the roads are congested or the smooth flow of traffic is interuppted. This seems to be the correct thing to do as the "contract" when you pay a toll is not fulfilled by the toll road owners. For all the users its about time that whenever there is a hold up due to traffic or whatever the scanners are removed from their repsective windscreens so that no toll can be collected. This will send a clear message to the owners that th epaying public are sick of the swindle perpetrated on them by the owners and the authorities who allowed this to happen.
